NGO-NGO SEKULARIS pro-Zionis




AMERIKA sebagaimana diketahui, memang sedang dikuasai Yahudi Zionis sekular. Ada yang berpendapat penguasaan Zionis sekular di Amerika adalah dari segi penglibatan syarikat-syarikat gergasi milik Yahudi dalam ekonomi Amerika, itu bukan jawapan tepat, tetapi kenyataan itu membantu kita menemui titik kepada satu perkara penyebab.


Ada pula yang berpendapat, Yahudi Zionis menguasai Amerika dengan cara mengawal media-media utama di Amerika, itu juga bukan jawapan tepat, tetapi kenyataan itu juga dapat membantu kita pergi kepada satu perkara penyebab.






Tidak kurang juga yang berpendapat bahawa penguasaan Yahudi Zionis sekular di Amerika adalah dari segi penglibatan individu-individu Yahudi dalam politik Amerika sehingga mempengaruhi dasar-dasar politik dan hubungan luar Amerika, itu juga bukan jawapan tepat, kenyataan itu juga membantu kita untuk melihat perkara penyebab utama yang menyumbang ke arah penguasaan Yahudi Zionis di Amerika.


Penguasaan Yahudi Zionis di Amerika bukan disebabkan oleh perkara-perkara itu. Bagaimana syarikat-syarikat gergasi milik Yahudi mampu mencengkam ekonomi Amerika itu ada faktor utama yang mendokongnya. Begitu juga dengan kemampuan media-media milik Yahudi dalam menguasai penapisan maklumat awam di Amerika, keadaan itu mampu berlaku disebabkan ada faktor pendokongnya.


Kepesatan pengaruh Yahudi Zionis dalam politik dan pentadbiran dasar-dasar Amerika juga tidak akan mampu dicapai sekiranya tidak ada faktor itu, faktor yang mendokong untuk memastikan Yahudi Zionis benar-benar menguasai Amerika supaya memberi manfaat kepada negara haram Israel.


Pasti sahaja ada tiang-tiang yang mendokong semua kemampuan Yahudi untuk menguasai Amerika. Tanpa tiang-tiang itu, syarikat-syarikat gergasi milik Yahudi Zionis tidak akan mampu mempengaruhi ekonomi Amerika, media-media milik Yahudi juga tidak akan mampu mempengaruhi tapisan maklumat sebaran am di Amerika, politikus-politikus Yahudi juga tidak akan mampu mempengaruhi dasar-dasar pentadbiran Amerika, segala-galanya berkaitan kepentingan Yahudi tidak akan mampu menguasai Amerika sekiranya tidak ada tiang-tiang itu.


Tiang-tiang itu sentiasa memastikan segala-gala yang berkaitan Yahudi diangkat tinggi dalam dasar-dasar pentadbiran Amerika. Tiang-tiang itu jugalah yang mengangkat negara haram Israel supaya dapat berdiri di tengah-tengah dunia Arab di Asia Barat selepas tamat Perang Dunia Kedua.


Ia umpama tiang Joachim dan tiang Boaz sebagaimana dijadikan jata pertubuhan-pertubuhan rahsia, konspiratus Freemason dan lain-lain pertubuhan yang menjalankan operasi rahsia yang berkongsi cita-cita yang sama. Jata berupa tiang bagi setiap sesuatu yang rahsia untuk menjalankan setiap sesuatu yang tidak ada rahsia.


Tiang-tiang itu pula menggalakkan tiang-tiang lain tumbuh bersama asalkan tiang-tiang baharu itu juga membawa manusia ke arah sekularisme. Tiang-tiang itu pula bertindak memperkukuhkan tiang-tiang baharu supaya setiap tiang itu menjadi bilah-bilah besi penjara kepada manusia yang terperangkap dalam hawa nafsu mereka.

Tiang-tiang yang menegakkan liberalisme dan sekularisme


Kemampuan Yahudi Zionis sekular menguasai Amerika mengikut hawa nafsu mereka adalah berpunca daripada kewujudan tiang-tiang itu dalam mendokong sekularisme dan liberalisme. Tanpa tiang-tiang itu, sekularisme dan liberalisme akan mudah runtuh akibat respond daripada golongan-golongan konservatif yang menolak kedua-dua nilai negatif tersebut supaya tidak merosakkan nilai moral masyarakat.


Jadi, apakah yang dimaksudkan dengan tiang-tiang itu dan apakah fungsi-fungsinya? Kita tidak mahu ada yang pening-pening dengan fakta-fakta yang hanya boleh disusun bersilangan dengan melihat benang-benang halus, terma-terma atau jargon-jargon yang digunapakai dalam pengkajian konspirasi kritikal, Umat Terakhir akan cuba menyampaikan dengan terma-terma yang sesuai dengan tingkat pemahaman semua pembaca yang disayangi.


Pertubuhan-pertubuhan bukan kerajaan (NGO) yang mendokong kehendak hawa nafsu Yahudi Zionis sekular adalah tiang-tiang itu. Bagaimana tiang-tiang itu berfungsi? Sila fahami baik-baik. Kita lihat Amerika terlebih dahulu, kemudian baharu kita melihat dunia pula.


Yahudi Zionis sekular bergerak secara kolektif dan tersusun. Mereka menubuhkan NGO-NGO untuk mendokong kepentingan Yahudi di Amerika dan seluruh dunia. NGO-NGO itu bertindak memberi tekanan kepada pentadbiran Amerika supaya menjaga kepentingan Yahudi. Bukan kerana tekanan tauke-tauke Yahudi yang memberi wang kepada kerajaan Amerika, sebaliknya kerajaan Amerika yang terpaksa memberi wang kepada Yahudi (negara haram Israel) akibat tekanan NGO-NGO pro-Zionis.


Masyarakat Yahudi campuran telah beranak-pinak sehingga angka juta-juta di Amerika (Yahadut Caucasia melalui hubungan darah keturunan Gog Scythia yang berasimilasi dengan bangsa-bangsa yang tinggal di Padang Ragut Eurasia dan juga bangsa-bangsa Pergunungan Caucasia sebelum memasuki Eropah dan berhijrah ke Amerika), atas sebab bilangan mereka itu ramai, maka NGO-NGO yang digerakkan golongan berdarah Yahudi memainkan peranan mereka untuk memberi tekanan kepada kerajaan Amerika.


Kita lihat dari segi iklim politik Amerika. Setiap kali ada pilihan raya di negara itu, NGO-NGO pro-Zionis akan melakukan perang saraf (seperti kempen politik juga) supaya para pengundi Amerika memilih calon-calon yang menyebelahi kepentingan mereka. Kewujudan NGO-NGO Yahudi sekularis itu pula bukan rahsia dan sedia diketahui kewujudan mereka oleh masyarakat umum, namun mereka menjalankan operasi mengikut kehendak pertubuhan-pertubuhan rahsia. Gerakan mereka dalam perjalanan politik demokrasi Amerika pula amat terang nyata.


NGO-NGO itu akan bekerjasama sesama mereka dalam memastikan calon-calon pilihan raya yang pro-Zionis menjadi pilihan rakyat Amerika (walaupun bilangan pengundi di Amerika adalah sedikit kadar peratusannya). Mereka gigih bekerja dalam memastikan kepentingan mereka terjamin, sedangkan kita asyik gigih tidur dan bercakaran sesama sendiri.


Manakala dalam dasar-dasar pentadbiran Amerika pula, setiap dasar yang dijalankan kerajaan Amerika dibuat berdasarkan tekanan-tekanan yang diterima daripada NGO-NGO pro-Zionis. Kita ambil contoh penguatkuasaan undang-undang anti-semitik di Amerika, undang-undang itu dibuat selepas kerajaan Amerika menerima tekanan daripada NGO-NGO Yahudi di sana. Nampak sedikit? Nampak maksud people’s power for the sake of the Jew and Zionism?





Dalam industri automotif di Amerika pula, syarikat permotoran General Motor (GM) milik Yahudi berjaya didokong sebagai kenderaan paling menjadi pilihan rakyat Amerika selepas NGO-NGO Yahudi memainkan peranan mereka. NGO-NGO Yahudi memainkan peranan mereka supaya setiap kenderaan keluaran GM menjadi pilihan rakyat Amerika. Bukan kerana Yahudi memiliki GM sudah bermakna Yahudi telah menguasai indiustri automotif di Amerika dan sebahagian dunia. Kalau tiada yang membeli kenderaan-kenderaan keluaran GM, maka GM tidak akan menjadi gergasi automotif di Amerika sana. GM mampu menjadi begitu adalah kerana ada faktor yang membuatkan rakyat Amerika memilih kenderaan-kenderaan keluaran GM. Faktor itu adalah wujudnya NGO-NGO Yahudi yang mendokong supaya kepentingan Yahudi diutamakan.


Kalau melihat politik, ekonomi dan dasar-dasar yang pro-Zionis, kita tidak akan mampu melihat bagaimana tiang-tiang itu membawa manusia ke arah liberalisme dan sekularisme. Tiang-tiang itu juga sentiasa memperkukuhkan tiang-tiang baharu.


NGO-NGO Yahudi sentiasa bergerak dengan melaungkan slogan-slogan yang dicipta oleh bangsa mereka. Paling popular ialah hak sama rata yang menjadi antara penyebab terciptanya istilah anti-semitik yang memusatkan bangsa Yahudi semata-mata dan meminggirkan keturunan-keturunan Semitik yang lain terutama bangsa Arab, sebaliknya mereka sentiasa menganggap bangsa mereka lebih superior melebihi bangsa-bangsa lain di dunia dan ketinggian kesombongan mereka itu sendiri tidak sama rata.


Hak sama rata pula menjadi antara penyebab terciptanya istilah liberalisme yang perlahan-lahan mengheret bangsa manusia Gentiles ke arah sekularisme. Bagaimana NGO-NGO Yahudi sekular bekerja untuk menegakkan sekularisme melalui cara memperkukuhkan tiang-tiang baharu yang lain?


Contoh, golongan lebian, biseksual, gay dan transgender (LBGT) atau golongan ketagihan seks juga memperjuangkan hak-hak mereka untuk bebas melakukan kegiatan kotor tanpa halangan daripada mana-mana pihak. Lalu, golongan ketagihan seks itu menubuhkan persatuan-persatuan NGO mereka sendiri untuk memperjuangkan hak songsang mereka itu.






Atas nama hak sama rata, maka NGO-NGO Yahudi sekular bertindak menyokong NGO-NGO ketagihan seks dalam memperjuangkan apa yang dikatakan sebagai hak-hak mereka. Dalam masa yang sama, NGO-NGO Yahudi sekular bersama NGO-NGO ketagihan seks memberi tekanan kepada pemerintah supaya mengiktiraf hak-hak seksualiti mereka. Itulah yang telah berlaku di negara-negara Eropah.


Gereja-gereja Nasrani di beberapa buah negara Eropah akhirnya terpaksa akur kepada kehendak hawa nafsu golongan ketagihan seks akibat daripada usahasama tekanan yang diberikan oleh NGO-NGO sekularis Yahudi dengan NGO-NGO ketagihan seks. Dalam kes itu, Jerman sejak tamat Perang Dunia Kedua sehingga hari ini sentiasa berwaspada dengan NGO-NGO sekularis Yahudi kerana Jerman sentiasa menyedari akan peranan yang dimainkan oleh NGO-NGO sekularis Yahudi itu dalam mencorakkan hala tuju dunia melalui jalan slogan hak sama rata dan people’s power.


Daripada memetik contoh di Amerika, kita sudah pergi ke sedikit contoh di Eropah pula. Sekarang kita lihat pula dunia yang sudah dipasang dengan modus operandi NGO-NGO sekularis Yahudi pro-Zionis.


Kekacauan dan huru-hara yang berlaku di beberapa buah negara di dunia juga didokong oleh tiang-tiang yang sama. Negara-negara Islam bergolak dan berperang saudara kerana tergila-gilakan cinta demokrasi, karya agung kisah cinta politik berdarah yang dikarang dalam bentuk puisi-puisi cinta yang diperindahkan dengan slogan-slogan yang menyemarakkan resah di jiwa manusia-manusia yang dungu.


NGO-NGO Yahudi sekular pro-Zionis menyusup masuk ke negara-negara (terutama negara-negara Islam) di dunia untuk menyemarakkan semangat cinta demokrasi. Dana-dana luar adalah lebih mudah disuntik melalui gerakan NGO yang bekerjasama dengan golongan pemberontak pencinta demokrasi politik keduniaan di negara-negara sasaran (rujuk penjelasan perkara sama dalam artikel Money Laundering dalam blog ini).


Slogan-slogan bermotif politik demokrasi yang merenggangkan hubungan umat sehingga mencetus perang saudara atau percakaran sesama umat, slogan-slogan itu disemarakkan melalui dokongan NGO-NGO Yahudi sekular yang membantu NGO-NGO bermotif politik di negara-negara sasaran. Ia adalah modul sama seperti yang dilakukan dalam taktik politik di Amerika. Kejayaan mengawal politik di Amerika memberi keyakinan besar kepada NGO-NGO Yahudi untuk melebarkan modus operandi ke serata dunia.





Menurut laporan risikan yang disebarkan kepada umum di negara-negara Islam bergolak, gerakan NGO-NGO Yahudi sekular mula menyusup masuk ke negara-negara Islam sejak lima tahun yang lalu, tempoh yang sangat singkat itu telah memberi kesan yang besar terhadap segala kekacauan yang berlaku di sudut-sudut dunia. Slogan demokrasi ditiup oleh pemimpin-pemimpin masyarakat yang bekerjasama dengan NGO-NGO dari luar untuk menyemarakkan jiwa rakyat yang memberontak supaya tercipta kekacauan untuk meruntuhkan keamanan sedia ada.


Sesunggunya iblis itu sentiasa membisikan keraguan ke dalam hati manusia. Akibat slogan-slogan itu yang disulam bersama maklumat yang bercampur aduk antara yang benar dan palsu, maka keraguan di hati rakyat berjaya disuburkan untuk melakukan pemberontakan dan kebencian terhadap kepimpinan sesama umat sedia ada. Akibatnya juga, muncul golongan yang dungu menuntut apa sahaja yang dikatakan sebagai hak-hak mereka tetapi pada masa yang sama menafikan hak-hak orang lain.


Dalam modus operandi global yang digerakkan NGO-NGO Yahudi sekular untuk menjadikan manusia fokus kepada demokrasi sehingga tercetusnya huru-hara, berdampingan dengan parti-parti politik tempatan atau gerakan-gerakan radikal tempatan atau gerakan-gerakan NGO tempatan adalah satu kemestian bagi NGO-NGO sekularis Yahudi untuk memastikan rancangan mengheret bangsa manusia ke arah sekular sebagai satu kenyataan.


Parti-parti politik tempatan, kumpulan-kumpulan radikal tempatan atau golongan-golongan pemberontak tempatan diberi tunjuk ajar berkenaan taktik-taktik ampuh untuk menggulingkan pemerintah sedia ada. Laporan rasmi di Mesir dan beberapa negara di Asia Barat (dilaporkan kepada umum, sila rujuk sumber-sumber laporan rasmi) juga mengesahkan penglibatan NGO-NGO asing seperti NED dan NDI dalam plot kekacauan yang berlaku di Mesir suatu masa dahulu. Mission Occupy, menduduki Dataran Tahrir (mercu landmark utama di kawasan tumpuan) sebagai penggalak tekanan kepada orang ramai untuk memulakan pemberontakan dan provokasi. Sama juga seperti yang pernah berlaku di China (1989) yang mana golongan pelajar dan muda-mudi China berkampung (occupy) di Dataran Tiananmen untuk memberi tekanan kepada pemerintah China (sila rujuk sejarah China moden). Semuanya (mission occupy) bermula di dataran-dataran awam yang menjadi landmark sesebuah kawasan. Paten mission occupy yang sama walau di mana sudut dunia sekali pun.


Apabila misi itu tercapai (biarpun ada yang terkorban kerana nyawa Gentiles tidak mempunyai apa-apa harga di kaca mata Zionis), maka langkah seterusnya ialah memastikan nilai-nilai sekular dapat occupy di negara itu sebelum runtuhnya bangsa itu akhibat mengikut hawa nafsu sekularis Yahudi. Apabila sudah runtuh segala nilai moral dan akhlak, maka langkah seterusnya akan menyusul.


Semuanya runtuh. Mesir masih kacau bilau walaupun pemerintahan lama sudah digulingkan, rakyat juga yang terngadah terhuyung-hayang mencari jalan lurus selepas terhantuk kerana pemimpin pilihan mereka masih tidak dapat menikmati kuasa pemerintahan sebagaimana yang diharapkan sebelum terciptanya huru-hara. Pemimpin harapan mereka belum mendapat kuasa, lebih menderita ialah mereka sendiri kerana terumbang-ambing dibadai ombak dunia demokrasi tajaan sekularis Yahudi Zionis melalui NGO-NGO yang sebelum itu pernah mengajar mereka untuk memberontak.


Semuanya runtuh. Rakyat negara China berubah perlahan-lahan memeluk sekularisme, nilai moral runtuh sama sekali didorong kemajuan dan pemodenan selepas China mengubah dasar ekonomi kepada polisi ekonomi yang lebih liberal sebagaimana yang dikehendaki oleh golongan ‘terpelajar’ yang berkampung di Dataran Tiananmen. Slogan liberal sangat berpengaruh, kesannya ialah runtuh. Memang China hari ini berubah menjadi negara maju dan progresif, namun kos melepas (opportunity cost, istilah ekonomi) yang ditanggung China ialah keruntuhan nilai moral masyarakatnya yang semakin teruk sebagai bayaran kepada slogan liberal yang dicintai sebilangan manusia, kos melepas yang sama sebagaimana sedang ditanggung Amerika dan negara-negara Eropah akibat tangan-tangan yang mendirikan tiang-tiang yang sama.


NGO-NGO Yahudi sekular sudah sedia wujud di kebanyakan negara di dunia memainkan mind game untuk meniupkan semangat demokrasi secara psikologi ke arah hak sama rata yang liberal dan akhirnya menjerumuskan manusia ke kancah sekular tanpa disedari. Mulanya mereka meniup semangat melalui slogan-slogan untuk memperjuangkan demokrasi, kemudian atas nama demokrasi kebebasan bersuara maka keluarlah golongan lain pula untuk bersuara galak menuntut kebebasan masing-masing, semuanya diliberalkan dan akhirnya semua dipaksa terjerumus ke lembah sekular yang menyesatkan.

Tiang-tiang itu sedang berdiri di celah-celah kita semua. Tiang-tiang itu sedaya upaya mahu menongkat ‘langit gelap’ di atas papan catur supaya ‘langit gelap’ tidak runtuh dan supaya catur dapat terus dimainkan dalam kecerahan cahaya buatan yang bukan daripada cahaya yang sebenar (cahaya, nur yang lurus).


Berdirilah tanpa berpaut pada tiang-tiang itu. Runtuhkanlah tiang-tiang itu supaya ‘langit gelap’ itu juga turut sama runtuh. Apabila langit gelap itu runtuh, baharulah kita akan dapat melihat langit yang sebenar dan menikmati cahaya yang sebenar. Apabila cahaya yang sebenar sudah mula menerangi, maka cahaya buatan tidak akan mempengaruhi apa-apa manfaat lagi.


NGO-NGO Yahudi sekularis sentiasa memerhatikan peluang apabila kita berselisih dan bersengketa sesama sendiri, mereka kemudian mendirikan tiang-tiang (bersekongkol dengan NGO-NGO tempatan yang bermotif mencipta huru-hara) untuk kita supaya kita hanya mampu berdiri dengan berpaut pada tiang-tiang itu.


Kita tidak perlukan tiang-tiang itu.
Kita tidak perlukan tiang-tiang itu untuk berpaut.


Kita ada tiang-tiang kita sendiri.
Tegakkanlah tiang-tiang kita.
Tiang-tiang agama yang mengajar kita untuk berfikiran waras dan bersatu padu.

George Soros came of age in Hungary at a time when it was a battleground in the decades-long conflict between fascism and communism, the two great totalitarian ideologies of the 20th century. A personal experience of this conflict—including the violence, foreign occupation, anti-Semitism, and other forms of intolerance that went with it—as well as a personal fascination with philosophy shaped Soros’s thinking in later years and influenced his successful strategies in both finance and philanthropy.
Born in Budapest in 1930, Soros survived the Nazi occupation of Hungary during World War II as well as the postwar imposition of Stalinism in his homeland. Soros fled Communist-dominated Hungary in 1947 and made his way to England. Before graduating from the London School of Economics in 1952, Soros studied Karl Popper’s work in the philosophy of science as well as his critique of totalitarianism, The Open Society and Its Enemies, which maintains that no philosophy or ideology has the final word on the truth and that societies can only flourish when they allow for democratic governance, freedom of expression, a diverse range of opinion, and respect for individual rights.
Later, while working as a financial analyst and trader in New York, Soros adapted Popper’s thinking in developing his own application of the social theory of “reflexivity,” a set of ideas that seeks to explain how a feedback mechanism can skew how participants in a market value assets on that market. After concluding that he had more talent for trading than for philosophy, Soros began to apply his ideas on reflexivity to investing, using it to predict, among other things, the emergence of financial bubbles. In 1967, he helped establish an offshore investment fund. In 1973, he set up a private investment firm that eventually evolved into the Quantum Fund, one of the first hedge funds.
Soros’s memories of anti-Semitism in wartime Hungary prompted him, in 1979, to begin providing financial support for black students at the University of Cape Town in apartheid South Africa. In 1984, Soros created an education and culture foundation in Hungary. He later supported dissident movements in Eastern Europe’s other Communist countries, helping people to organize themselves at a time when popular organizations were banned, to voice their opinions when dissonant opinions were considered anti-state propaganda, and to promote tolerance, democratic governance, human rights, and the rule of law when a one-party dictatorship exercised a monopoly on power.
As the East bloc crumbled during the late 1980s and the Soviet empire collapsed in the early 1990s, Soros expanded his funding in an effort to help create open societies in all of the region’s countries. He demonstrated his commitment to critical thinking and democratic political development by establishing Central European University in 1991. In 1993, he founded the Open Society Institute. Over the past three decades, Soros’s philanthropy has spawned a network of foundations dedicated to promoting development of open societies in Africa, Asia, Europe, Latin America, and the United States. To date, Soros has given over $8 billion to support human rights, freedom of expression, and access to public health and education in more than 100 countries.
Soros's most recent book is Financial Turmoil in Europe and the United States: Essays (2012). His other books include The Soros Lectures: At the Central European University (2010); The Crash of 2008 and What it Means: The New Paradigm for Finance Markets (2009); The Age of Fallibility: Consequences of The War on Terror (2006); The Bubble of American Supremacy (2005); George Soros on Globalization(2002); Open Society: Reforming Global Capitalism (2000); The Crisis of Global Capitalism: Open Society Endangered (1998); Soros on Soros: Staying Ahead of the Curve (1995); Underwriting Democracy(1991); Opening the Soviet System (1990); and The Alchemy of Finance (1987). In 2010, the Open Society Foundations, through its New York, Budapest, and London offices alone, awarded more than 4,500 grants in the amount of $612 million.
Many Open Society Foundations programs engage proactively to identify organizations whose efforts closely correspond to our strategies.  While we predominantly fund preselected organizations, some programs encourage submission of letters of inquiry or publish funding guidelines for grant seekers.  Our scholarship and fellowship programs in particular actively solicit applications from individuals who satisfy the defined selection criteria.

Southeast Asia: Beyond Borders
Southeast Asia: Beyond Borders is a grantgiving and operational program of the Southeast Asia Initiative and the East East Beyond Borders Program of the Open Society Foundations.
The mandate of the Southeast Asia: Beyond Borders grantgiving and operational program derives from the East East Beyond Borders Program, which was created in 1991 in Central and Eastern Europe and Central Asia, specifically in the context of post-socialist transition. Today, the East East Beyond Borders Program works to support exchanges among civil society and nongovernmental organizations to share experiences and create new knowledge to advance principles of open society internationally.
Southeast Asia: Beyond Borders supports multinational initiatives of civil society and nongovernmental organizations in Southeast Asia, and the participation of these organizations in regional and global exchanges, to share best practices and lessons learned in the realization of practices of open society.

Police Need a New Professionalism (Fortunately, It’s Already Hiding Inside Many Agencies)

In cities across the United States, violent crime rates are at record lows as are the numbers of civilians killed by police action. Yet police agencies are facing a spike in hostile protests over stop-and-frisk tactics and racial profiling. In South Africa, crime rates have been falling for years and the technical sophistication of the Police Service has never been higher, yet public respect for the police is in the toilet. In Turkey, police corruption, once flagrant, is now rare, and the use of physical force has virtually disappeared from interrogations; yet fear of the police is growing. In Rio de Janeiro, a widely praised police unit that occupies the slums once controlled by violent gangs has made many of them safer than they have been in a generation, but the results of a survey of officers working in those slums released this week reveals that the residents are growing increasingly hostile toward the police there. Why?
Why—when crime is falling, corruption receding, technical mastery growing, torture disappearing, and safety rising—are the residents of all these places distrustful of, or outright angry at, the police?
Police are still chasing a false image of their own professionalism, conceived a half century ago. The professionalism of the 1950s and 1960s, made popular in American television shows like Dragnet,Starsky and Hutch, and S.W.A.T. held out a promise that following the law, mastering sophisticated weaponry, and pledging loyalty to the organization would bring professional discipline and, with it, public respect. Wrong, wrong, wrong.
By the 1990s, political leaders and reform-minded police executives had recognized the problem. The so-called “professional model” of policing was distancing police from citizens and squelching their ingenuity. In the competition for the most rapid response, police departments lost sight of the right response to a call for help.
Community policing—collaborative partnerships between law enforcement and the individuals and groups they serve—became the new creed: professional policing out, community policing in. Bill Clinton built a big part of his 1992 presidential campaign around his pledge to add a hundred thousand community police officers nationwide, and the African National Congress enshrined community policing in the 1996 constitution of the new South Africa. 
But community policing was no match for the allure of professionalism. Community policing became a specialized unit, a vague philosophy, and a funding stream from Washington or London, but most of what police agencies around the world did everyday still looked a lot like the old, professional model. The real investments were made in new computers, vehicles of every sort, weapons, and surveillance. Yes, police almost everywhere became more adept at following the law, and most made gestures toward community policing. These were meaningful—but not sufficient—achievements.
Only a new professionalism can replace the old professionalism. Community policing is an invaluable foundation for a new professionalism, but it is not—and never was—a complete package, able to guide detectives as well as patrol officers, and able to inspire police dealing with financial fraud, gun running, or political corruption.
What is that new professionalism? In an article last year Jeremy Travis and I suggested that police professionalism requires four commitments: to accountability, to legitimacy, to innovation, and to national and global coherence. Professional police are accountable for the cost of policing, the level of crime, and the conduct of the police themselves. Professional police attend not just to the legality of their actions, but to the public perception of those actions as legitimate. Professional police cultivate innovation and learning throughout their agencies. Professional policing is nurtured coherently in national, regional, and global networks. Building that new professional culture of policing will take time and effort, and it will also take money.
Last year, my predecessor at Open Society, Aryeh Neier, began an effort to create a new, global program on police reform to support more professional, rights-respecting policing. I encouraged that effort as a member of two Open Society advisory boards, and now we are bringing those plans to fruition. Of course, the Open Society Foundations will continue to support human rights advocates documenting misconduct and pressing for reform and our efforts to expand the information about crime and policing available from governments and in media of all kind will continue. But we will also increase support to NGOs, academics, and police organizations themselves willing to define a new professionalism in practice.
The answers are already in the police agencies. I’ve seen them in the genius of police officers I’ve worked with in Brazil, Jamaica, the Netherlands, Nigeria, South Africa, Turkey, and the United States. The answers are also in society, in organizations like Nigeria’s CLEEN Foundation and the Brazilian Forum for Public Security, whose conference I attended this week. Most promising of all, the answers lie in partnerships between police agencies aspiring to a new professionalism and the people they police.
There will always be a certain degree of force in policing. What matters is whether policing—when it asserts its authority—makes democratic progress possible or impedes it. Professional policing enhances democratic progress when it accounts for what it does, achieves public support, learns through innovation, and transcends parochialism.

THE PROFESSIONALS

Jane Sundius is the Education and Youth Development Program director at the Open Society Institute–Baltimore. She is responsible for the development and implementation of a grantmaking, advocacy, and technical assistance program that works to enhance access to high quality learning opportunities for all of Baltimore’s youth, both in and out of school.
Recent major initiatives include efforts to increase the quality and quantity of after-school and summer learning opportunities for Baltimore’s children, to reduce suspensions, expulsions, and arrests in public schools and to improve student attendance. She serves on several advisory groups working to improve outcomes for children, including the executive committee of the Baltimore Education Research Consortium and the advisory committee of the Maryland Out-of-School-Time Network.
Prior to her work at the Open Society Foundations, she worked as a research and evaluation consultant to local foundations and
nonprofit organizations and was the administrator of a graduate program in public policy. She also served as a senior research associate on a longitudinal study of Baltimore City Public School children that analyzed the effects of poverty and family characteristics on school performance and tracked children’s school year and summer learning trajectories. She holds a PhD in sociology and an MA in public policy from the Johns Hopkins University.

THE PRESIDENT of OSF
Christopher Stone is the president of the Open Society Foundations. He is  an international expert on criminal justice reform and on the leadership and governance of nonprofits.
Prior to joining Open Society as president in July 2012, he was the 
Guggenheim Professor of the Practice of Criminal Justice at Harvard 
University’s John F. Kennedy School of Government and director of the 
Hauser Center for Nonprofit Organizations. Before that, Stone spent a 
decade as director of the Vera Institute of Justice. He founded the 
Neighborhood Defender Service of Harlem and served as a founding 
director of the New York State Capital Defender Office and of the Altus Global Alliance.
Stone received his BA from Harvard, an MPhil in criminology from the 
University of Cambridge, and his JD from Yale Law School. He was awarded 
an honorary Order of the British Empire for his contributions to criminal justice reform in the United Kingdom.
